Request for Proposal (RFP) for Food Service

Alexandria Technical and Community College is seeking proposals for a contract to provide food and catering services on its campus. Interested vendors should review the full RFP document for detailed requirements.

Submission Requirements

  • Submit two printed copies and one digital copy in Microsoft Word format.
  • Proposals must be sealed and clearly marked.
  • Faxed or emailed proposals will not be accepted. Pencil submissions will be rejected.
  • Cost alterations must be initialed in ink; "white out" is not permitted.
  • Late submissions will not be considered.

    Key Dates:

    • March 26, 2025: RFP published on Alextech.edu/RFP, MinnState.edu/Vendors, and in the Echo Press.
    • April 17, 2025: Non-mandatory pre-bid meeting and facility walk-through.
    • May 2, 2025 (3:00 p.m. CT): RFP submission deadline. Extended! Original deadline April 23.
    • May 23, 2025: Proposal review completed.
    • May 30, 2025: Vendor selection, notification, and contract draft.
    • July 1, 2025: Contract execution deadline.

    Contract Details

    Alexandria College will enter into a contract with the selected vendor starting July 1, 2025, or upon obtaining the final signature, whichever is later. The contract will be for two years, with an option for a three-year extension based on an annual review. Food service operations will begin in mid-August at the start of the academic year. If the contract is not finalized by July 1, 2025, Minnesota State reserves the right to seek another vendor.

    Proposal Requirements: Proposals must include:

    • Itemized menu for the Café and Kiosk for Fall 2025 (with prices, special diet options, and sample weekly specials).
    • Dollar/value menu options for breakfast and lunch.
    • A sample weekly menu featuring daily specials.
    • Salad bar options with pricing.
    • Catering menu with hot/cold lunch options, boxed lunches, meeting break options, and any special services.

    Exclusive Rights and Exceptions: See the RFP for detailed information on exclusive rights and exceptions; however, those excluded will be encouraged to continue using the selected vendor as their preferred caterer or food service vendor.

    • The campus store will retain the right to sell candy, gum, snacks, refrigerated grab-and-go items, coffee, and other beverages.
    • For special circumstances (e.g., culturally authentic ethnic food), the college may arrange for specialized food service from external vendors or other providers.

    Additional Opportunity – Head Start Preschool Program

    The West Central Minnesota Communities Action (WCMCA) Head Start preschool program, located on campus, requires contracted food services under the USDA Child and Adult Care Food Program (CACFP). Ideally, the same vendor selected to provide services for Alexandria College would also serve Head Start.

    The Head Start program operates:

    • Monday through Thursday
    • Follows the District 206 schedule, starting after Labor Day and ending in mid-May (aligning with Alexandria College’s academic calendar)
    • Requires breakfast, lunch, and an afternoon snack to be prepared each operational day

    Vendors interested in serving both Alexandria College and the Head Start program are encouraged to include this in their proposal.
