Alexandria College looks back at the RAISE initiative.

2024 was a monumental year for Alexandria Technical and Community College’s Customized Training Center (CTC) through the Retraining, Academic Instruction, and Skills Enhancement (RAISE) initiative.

RAISE embodied the college's mission to provide accessible education and skill-building opportunities to Douglas County residents, empowering them to achieve their educational and professional aspirations.

This year, the Alexandria College CTC proudly served 47 students, helping them enhance their skills, achieve educational milestones, and transform their career trajectories. The average benefit per student was more than $2,500. Without RAISE funding, this cost would have otherwise been paid out of pocket, a substantial hurdle that would have put education out of reach for many hopeful students. The initiative has proven to be a life-changing program for participants.

One of the most memorable moments of the year for Linda Muchow, the Computer & Tech Training Coordinator at Alexandria College's CTC, was a graduate of the hybrid Commercial Driver’s License (CDL) program. The individual was using the Douglas County American Rescue Plan Act (ARPA) funds, and the student successfully earned their CDL and secured a position with Henry’s Foods. Before embarking on their first long-haul trip, however, they stopped by the office to share how this opportunity changed their life. For Muchow, the student's gratitude serves as a reminder of the meaningful partnerships and resources that make these success stories possible.

“The RAISE program has been an incredible asset for our community," Muchow said. "It’s rewarding to see how these opportunities have opened doors for individuals and changed their lives in ways they never thought possible.”

The initiative’s funding, which included significant contributions from Douglas County ARPA funds, was instrumental in student success. The total of the funds used equaled $119,507.73, allocated to:

  • Degree-Seeking Students: $69,057.76
  • Non-Degree Seeking Students: $10,710.17
  • Customized Training: $39,739.80

These investments have directly supported tuition costs, course-required materials, and other essential expenditures for eligible students. The RAISE program was structured to address the barriers preventing individuals from pursuing education. By providing free college opportunities, it enabled Douglas County residents to:

  • Enroll in one credit-bearing or skill-based course per semester, or work toward a degree or certificate.
  • Access funding for books, technology rentals, and tools directly applicable to coursework.
  • Gain eligibility through flexible criteria, including residency, income limits, and proof of unemployment or underemployment.

The success of the RAISE program would not have been possible without the collaboration of Douglas County, and the support of our county Commissioners. This partnership amplified the reach and ensured that education remains an attainable dream for the Douglas County community.

“Alexandria Technical and Community College is fortunate to serve an area where initiatives like RAISE are possible," Alexandria College President Michael Seymour said. "Community support is critical in preparing unemployed and underemployed individuals for in-demand local jobs.”
