Minnesota Statute 136F.67 requires Alexandria Technical and Community College (ATCC) to charge parking fees to support campus infrastructure and services. These fees fund the maintenance and repair of parking lots, walkways, accessibility ramps, and campus signage, ensuring safe and convenient access for students, employees, and visitors. All drivers on ATCC property must follow campus traffic and parking regulations. 

Any vehicle parked on ATCC property must display a valid ATCC parking permit. Vehicles with government plates are exempt from this requirement. 

Employee Parking 
  • Employees must pay an annual Parking and Access Fee based on their full-time equivalence (FTE).  

  • Employee fees cannot be less than the student fees.  

Student Parking 
  • Students who are taking any on-campus course(s) are charged the Parking and Access Fee per-credit, each semester.  

Visitor Parking 
  • Visitor parking is available in designated spaces only. 

  • Visitor permits can be obtained at the Welcome Center or Customized Training Center.  

Overnight Parking 
  • Overnight parking is only allowed in Foundation Student Housing lots. 

  • All other overnight parking requires advance approval from the Director of Facilities and Security. 

Violations 
  • ATCC may cite, immobilize, or tow vehicles violating campus parking regulations.

  • Vehicles may also be towed for snow removal, repair work, or abandonment. 

  • Unpaid fines will incur additional penalties. 

  • Repeated violations may result in revocation of parking privileges. 

Employee Waivers 
  • Employees may request a waiver by completing the Parking and Access Fee Waiver Request form and returning any issued permits to the ATCC Business Office.  

  • Waivers are valid for the semester requested. Additional requests require a new form. 

Student Refunds 
  • Refund requests must be submitted by the 20th business day of each semester.  

Replacement Permits 
  • If a permit is lost or stolen, a $5 replacement fee will be assessed. 

Parking Lots 
  • Speed limit in parking lots is 10 mph. Violations may result in loss of parking privileges. 

  • Student and employee parking is prohibited in visitor spaces (unless authorized), delivery and service areas, fire lanes, driveways, lawns, sidewalks, fenced compounds, and any area marked “No Parking."  

  • Time-limited parking zones are open to all for the posted duration. 

Liability 
  • Alexandria Technical and Community College assumes no responsibility for care of, damage to, and/or protection of any vehicle or its contents at any time while it is operated or parked on ATCC property. All vehicles should be locked when left unattended. 

Appeals 
  • Citations issued by ATCC may be appealed through the ATCC Business Office. Appeals must be filed by the individual who received the citation within 10 calendar days of issue date. See ATCC Procedure 5.27.1 for more information related to appeals.
