PROCEDURES

To ensure safe, accessible, and well-maintained parking on campus, Alexandria Technical and Community College has established the following parking regulations. Everyone is responsible for compliance with these regulations to promote a safe, orderly, and accessible campus environment for students, employees, and visitors. 

All vehicles parked on campus during the academic year must display a valid ATCC parking permit, clearly visible and hanging from the rearview mirror. Failure to do so may result in fines, loss of parking privileges, or vehicle removal at the owner’s expense. 

Lost or stolen permits can be replaced for a $25.00 fee. Possession or use of an unauthorized ATCC parking permit may result in fines, loss of parking privileges, and possible legal action. 

Please note that purchasing a parking permit does not guarantee a parking space. 

Vehicles must be parked within the striped boundaries of designated spaces. Parking over lines is not permitted, even if surrounding vehicles are improperly parked. Employee and Sstudent parking is prohibited in visitor  spaces (unless authorized), delivery and service areas, fire lanes, driveways, lawns, sidewalks, fenced compounds, and any area marked “No Parking.” Time-limited zones are available to anyone but may only be used for the posted duration. The campus speed limit is 10 mph in all parking lots, and violations may result in the revocation of parking privileges.  

Operating or parking a vehicle on campus is done at the owner’s risk. No responsibility or liability is assumed by the college for loss of property, damage to vehicle while parked, damage which may be incurred through the process of impounding the vehicle, or any other damage or loss of any kind sustained while on college property. 

The ATCC Safety and Security Department, operating under the Office of Finance and Facilities, is responsible for enforcing all parking regulations. Violations may result in citations, fines, revoked parking privileges, or further disciplinary action.  

Permit Registration

To register for a parking permit, provide the vehicle’s make, model, color, and license plate number online. Permits are valid from July 1 to June 30 and can be picked up at the ATCC Business Office.

  • Yellow Stripes: Student Parking 
  • White Stripes: Employee Parking 
  • Pink Stripes: Visitor Parking 
  • Blue Stripes: Foundation Student Housing Resident Parking (overnight parking allowed) 
  • Purple Stripes: ADA-Compliant Accessible Parking  
  • Orange Stripes: Adult Basic Education Parking

Overnight Parking

Overnight parking is only allowed in the Foundation Student Housing lots (blue lines). All other overnight parking requires prior approval from the Director of Facilities and Security.  

Snow Emergencies 

During snow emergencies, all campus parking regulations will be strictly enforced to ensure safe and efficient snow removal. Vehicles parked in snow emergency zones or designated no-parking areas may be ticketed or towed at the owner’s expense. Students, employees, and visitors are responsible for monitoring campus communications for snow emergency announcements and must promptly move their vehicles as directed. 

Students living in Foundation Student Housing must also follow all snow emergency policies to ensure timely snow removal and maintain safety on campus. 

Permit Fees and Related Fines

The student Parking and Access Fee for credit courses is applied per credit up to a maximum of 15 credits per semester. Parking fees will appear on the student tuition bill. 

The cost for administrators, faculty, and staff is prorated depending upon their level of assignment. Permits are issued individually and cannot be shared within a household. Payment can be made in full at the ATCC Business Office or through payroll deduction. The deadline to enroll in payroll deduction is September 15. 

Employee Waivers

The Parking and Access Fee may be waived for employees on a case-by-case basis. Employees should submit the Employee Parking and Access Fee Waiver Request form found online through the parking website and return their permit to the ATCC Business Office. There are very limited circumstances under which an employee may appeal and be granted a waiver from the Parking and Access Fee. Exceptions may be considered for employees whose job duties do not require them to be on campus and who reside outside the Alexandria area. All waiver requests will be submitted to the Facilities Advisory Committee for review and approval/denial, as appropriate.

Student Refunds
Refunds for parking permits for students will be made if a student withdraws from ATCC according to policy 5.12 Financial Due Dates, Refunds, Withdrawals, and Waivers. To receive a refund, the parking permit must be returned along with the withdrawal form. Refund eligibility is determined by the withdrawal date according to the following schedule: 
  • 100% refund if you withdraw during the 1st through the 5th business day of the term  
  • 75% refund if you withdraw during the 6th through the 10th business day 
  • 50% refund if you withdraw during the 11th through the 15th business day 
  • 25% refund if you withdraw during the 16th through the 20th business day 
  • No refund after the 20th business day
Parking Violations
ATCC reserves the right to cite, immobilize, or tow vehicles parked on campus in violation of any rule established in the current traffic and parking regulations, pursuant to Minnesota Statute 169.041. If a vehicle is improperly parked and poses a safety issue, such as interfering with snow plowing or traffic flow, it may be towed immediately.  
First violation:  
The vehicle owner will receive a written warning, notifying them of the parking violation and the potential consequences of further infractions. 
Second violation:  
A $25 citation will be issued to the vehicle owner. This serves as a formal penalty for repeated parking violations. 
Third violation:  
A $50 citation will be issued to the vehicle owner. Continued violations will result in higher penalties to encourage compliance with parking regulations. 
Further violations:  
If additional violations occur, the vehicle may be towed to an impound lot at the owner's expense. Additionally, parking privileges may be revoked, meaning the individual may lose the right to park on campus. The vehicle owner is responsible for all towing and impound fees. 


The person who registers the vehicle and obtains the permit is responsible for the vehicle's operation on campus, as well as any charges against the vehicle, including ticketing, immobilization, or towing. The registered owner is ultimately responsible for all charges. 

Parking violation payments are due within 10 calendar days of issuance. Failure to pay fines may result in an outstanding balance on the student’s tuition statement in eServices. Balances over $100 will be sent to collections and may result in a hold on the student’s account if unpaid. 
For employees, failure to pay fines may result in disciplinary action taken by the employee’s supervisor. 

Parking tickets/citations are paid to the ATCC Business Office. 

Appeals

To appeal a citation, submit the Parking Citation Appeal Form to the ATCC Facilities Department within 10 business days. Appeals are reviewed within 30 business days, and decisions are final. 

The ATCC Facilities Department serves as the appeal body for all citations issued and renders a decision on each appeal. An appeal should be based on the fact the violation notice was issued contrary to ATCC Policy 5.27.
